" - Theoretical Tommy Tompkins , the farm expert who doesn't own a farm , drifted down to Shelby to see about getting a little moral support for his new - fangled soil conservation dist- rict monkey business and approached a prominent business man , who came back at Tommy in a hurry about the noxious penalty clauses of the drastic law .
