" After awhile there was one cry and later another , so Claude went around to some of the old - time fathers and said : " You've had some experience , tell me how to get this thing stopped . " Seems he was afraid he might have quintuplets . Well , they had the mail push cart from the Hart post office and the nurses came out pushing the two bouncing babies ( Elmo Nobles and Monroe Hawley ) in the baby carriage . When they yowled they were given milk bottles with nipples , and when they yowled again they were given rat- tle boxes . We are the public , we are the people , and we want the right of choosing our officials by ballots and not having them appointed by some higher up power . Now in Oceana county the people should rise up and assert themselves and demand the right to elect the three members of the county highway commission . In some counties the people do elect them , but when the county system was introduced into Oceana the supervisors queried among themselves whether they should appoint the three commissioners or let the people vote for them . " I don't consider the people qualified to pick out the members of the coun- ty highway commission , volunteered one supervisor . " Well , " said George Foster , " the people are the ones who put us here . " But anyway . the board of supervisors have kept on appointing the commissioners year after year . And a nice mess they have made of it , said the public after the recent investigations . The public couldn't have done a worse job picking the commissioners out . In fact , if the voters had been al- lowed the privilege of making the choice the recent grand jury investi- gation would probably have been unnecessary , for the objectionable commissioners would long ago have been retired by vote of the people . Why shouldn't we , the people , have the right of selecting the county highway commission ? Why do we have to sit helplessly by and see the board of supervisors whitewash and approve officials that the grand jury said ought to be removed and whom the rank and file of Oceana ought to have a voice concerning . Instead of pleasing the majority of the 16 men on the board of supervisors , the county highway commission ought to be amenable to the 13,000 inhabitants of Oceana . It is time the voters of Oceana county woke up to our rights . It is time you went to your supervisor and I went to mine and asked them : " Just what are you going to do about it ? Are you willing to give the public the right to vote on the members of the county highway commission as their terms expire ? " Now is the time to ask them just before spring election . If he says no , you don't want that man for your supervisor . If he hems and haws , vote for the other fellow . We , the people of Oceana county , can rise up and assert ourselves . I know how the people of Oceana county feel , for I travel many miles afoot up and down the roads of the county . In the caucuses some of the supervisors who whitewashed the highway cominission have already seen the handwriting on the wall and been voted out by a disgusted public . In the April election there may be more apple carts upset . The 13,000 inhabitants are wak- ing up . It is time the board of supervisors surrendered to the people the right to elect the county highway commission .
