Our nation is urging us to retrench on expendi- tures , to save every dime and every dollar we can spare for war bonds . Such an extravagance in Oceana county is unnecessary and unright- eous . And tied up in the statute it operates under is a system of com- pulsion and penalties , of fines and jail sentences , if you fail to form with any land use regulations and soil practices which might be adopted .
